The NT Department of Lands, Planning and Environment's flood page says flooding can occur in the Rapid Creek catchment when heavy rain combines with high tides and floodwater backs up into the creek; that is the catchment, not only Millner. The study spells the suburb “Milner”. The NT Place Names Register spells it Millner, and this page follows the register. The study also says it is understood the Government intends to encourage redevelopment of properties fronting Rapid Creek Road in Millner, such that they are effectively cleared and filled to the Q100 flood level before new construction. That is a plan for redevelopment, not a statement about any existing floor, and this page does not say that any address is inside it.

None of these sources mentions floor coatings, so what follows is our inference, not a rule: a garage or shed slab that floodwater has reached is a different starting point from one that has not, and a floor on a lot that may be redeveloped may not outlast the work. Tell the provider if the floor has had water on it, ask what they check about the slab before a coat goes down, and ask what the quote says if the slab is damp or water comes up during the job. We state no moisture limit, because no non-commercial source we read gives one.
